WASTE DISCHARGE REQUIREMENTS -3- <br /> DEFENSE DEPOT TRACY <br /> SAN JOAQUIN COUNTY <br /> A. Discharge Prohibitions: <br /> 1. The direct discharge of wastes to surface waters or surface water drainage <br /> courses is prohibited. <br /> 2. The by-pass or overflow of untreated or partially treated waste is pro- <br /> hibited. <br /> B. Effluent Limitations: <br /> The discharge of effluent is excess of the following is prohibited: <br /> 30-Day Daily <br /> Constituent Units Average Maximum <br /> BOD' mg/l 30 50 <br /> Suspended Solids mg/l 30 50 <br /> Settleable Solids mg/1 -- 0.2 <br /> '5-Day, 20 Degree Centigrade, Biochemical Oxygen Demand. <br /> C. Discharge Specifications: <br /> 1 . Neither the treatment nor the discharge shall cause a nuisance or condition <br /> of pollution as defined by the California Water Code, Section 13050. <br /> 2. The discharge shall not cause degradation of any water supply. <br /> 3. The discharge shall remain within the designated disposal area at all times. <br /> 4. The 30-day average daily dry weather discharge flow to the ponds shall not <br /> exceed 500,000 gallons. <br /> 5. Collected screening, sludges, and other solids removed from liquid wastes <br /> shall be disposed of in a manner consistent with Subchapter 15, Chapter 3, <br /> Title 23, CCR. <br /> 6. The discharge shall not have a pH less than 6.5 nor greater than 8.5. <br /> 7. The Discharger shall use the best practicable cost-effective control technique <br /> currently available to limit mineralization to no more than a reasonable <br /> increment. <br /> 8. A freeboard of at least 24 inches shall be maintained in the ponds at all <br /> times. <br /> 9. The dissolved oxygen content of holding ponds shall not be less than 1.0 mg/l <br /> for 16 hours in any 24-hour period. <br />
