Box 960001
Stockton, CA 95296
DRAFT FOCUSED GROUNDWATER EXTRACTION TEST WORK PLAN, DEFENSE
DISTRIBUTION DEPOT SAN JOAQUIN— TRACY, SAN JOAQUIN COUNTY
California Regional Water Quality Control Board, Central Valley Region (Regional Water Board)
staff has reviewed the March 2008 Draft Focused Groundwater Extraction Test Work Plan
(Draft Work Plan). URS Group Inc. prepared the Draft Work Plan on behalf of Defense Logistics
Agency Enterprise Support San Joaquin, California (DESJC) for the Defense Distribution Depot
Tracy Site (Site), located in Tracy, California.
DESJC proposes to perform groundwater extraction pumping tests on a select group of
monitoring wells to reduce concentrations of trichloroethene (TCE) and tetrachloroethene (PCE).
The selected wells are screened in the Above Upper, Upper, or Middle Hydrologic Zones
beneath the Site. Twelve wells were selected for potential groundwater extraction because they
contained concentrations of TCE or PCE greater than the aquifer cleanup levels (5 micrograms
per liter for both constituents) during the 3`d or 4th quarters of 2006, or the 151 2nd or 3`d quarters
of 2007. Nine of the twelve wells were selected for groundwater extraction because they were
close enough to existing groundwater extraction system wells to utilize the existing infrastructure
for control of extracted groundwater flow, treatment, and discharge.
Regional Water Board staff has no objection to implementation of the draft Work Plan.
