U <br /> Mr.Marshall Cloud <br /> 10 June 2004 <br /> Page 3 <br /> Abandonment of Piezometers during Pipeline Installation—Black and Veatch Letter <br /> Black and Veatch submitted a letter to the Defense Distribution Depot San Joaquin California Tracy <br /> Site dated 4 March 2004 and addressed to Mr.David Pieczynski of URS Corporation, the Project <br /> Manager of the DDJC Sharpe and Tracy Groundwater Monitoring Programs (Attachment 3). The letter <br /> addressed the destruction of piezometers PZ-5 and PZ-7 located on the west side(but within the right- <br /> of-way)of Bird Road and,also,the protection of PZ-4 by the Black and Veatch/Nolte construction crew <br /> during the installation of the water transmission pipeline for the South County Water Supply Program. <br /> The location of the South County Water Supply Program pipeline is presented in Attachment 4. <br /> According to the letter,the piezometers were abandoned by backfilling with sand,which violates the <br /> well abandonment code established the State of California Department of Water Resources (DWR) <br /> Well Code(Bulletin 74-90 of California Well Standards).
