' 4. Section 3.2.3, Page 3-2: The text states that "excavations did not address all the areas of <br /> the industrial waste pipeline where contaminants are present above cleanup standards," <br /> and that, "the threat to groundwater quality is considered low," but does not include <br /> sufficient information and documentation to support such a statement. The rational that a <br /> compacted cover, paving and buildings in the areas prevent contaminant migration is <br /> insufficient. The text should include a discussion as to what a"compacted cover" consists <br /> of, the condition and type of paving is present as well as whether the buildings are <br /> surrounded by paved surfaces and the conditions of the buildings and paved surfaces. <br /> Picture IN 1024970945-22, Appendix H, displays a cracked and weathered looking <br /> surface which would not fall within the description of surface that would "eliminate the <br /> infiltration of rainwater." In the next version of this document please reevaluate the text <br /> and the effectiveness of these surfaces, including a more detailed discussion of the <br /> surfaces within the excavated and surrounding areas, as they do not appear to be a <br /> impermeable surface. <br /> 3 <br />
