Groundwater extraction systems are not operating at design capacity and <br /> required repairs have not been scheduled. Capture of contaminant plumes has decreased <br /> compared to the 2000 Annual Monitoring Report. We express concern in a general comment <br /> that continued lack of progress may result in unfavorable findings during the five-year review in <br /> 2004.
