Box 960001 <br /> Stockton, CA 95296 <br /> RE: Tracy Draft Final Amendment to the Site-Wide Comprehensive ROD <br /> Dear Mr. Guzman, <br /> Thank you for the opportunity to review the "Tracy Draft Final Amendment to the Site- <br /> Wide Comprehensive ROD." <br /> Please find attached EPA model text for the establishment of institutional controls (ICs) <br /> at non-BRAC bases and facilities. This text has been developed for inclusion in CERCLA <br /> remedial decision documents which memorialize any IC component of a remedial decision. EPA <br /> headquarters has advised not to approve any RODS (or ROD changes) for ICs that do not include <br /> language similar to the attached text. <br /> EPA is requesting that this text be added to the Tracy ROD Amendment and that the <br /> regulatory agencies be provided an opportunity for follow-up review.
