Defense Logistics Agency - 2 - April 23 , 1987 <br /> III B-1 (a) The tank shall be triple rinsed or otherwise deconta- <br /> minated. The rinsewater and cleaning residues shall be <br /> managed as hazardous waste. After decontamination, the tank <br /> must be disposed of properly; however, it is no longer con- <br /> sidered a hazardous waste and is not required to go to a <br /> Class I landfill. <br /> Tank at Warehouse 28 <br /> Section <br /> 1 A 5 (a) Provide a list of known and a separate list of sus- <br /> pected flammable liquids, corrosives, oxidizers and pes- <br /> ticides which have been stored in this tank. <br /> III A - 1 (a) A composite soil sample shall be collected from a <br /> depth of one foot below the tank bottom. The composite <br /> sample submitted for laboratory analysis shall be obtained <br /> immediately upon tank removal and shall be a composite of <br /> five samples collected at one foot depth below the tank <br /> bottom. This composite sample shall consist of one sample <br /> from the center of the tank and four samples collected at <br /> the perimeter of the tank and spaced at intervals of one <br /> fourth of the tank circumference. <br /> The three foot depth sample described in the closure plan <br /> will not be required unless laboratory analysis indicates <br /> soil contamination. <br /> In addition, any visibly contaminated soil shall be sampled <br /> and analyzed for all the parameters listed in Section III <br /> A-1 B of The Closure Plan. If any of the sampling areas <br /> designated to be part of the composite are visibly contamin- <br /> ated, these areas shall be sampled and analyzed separately <br /> and not included in the composite sample. <br /> Submission of laboratory data to this Department shall in- <br /> clude a diagram of where the samples were collected. <br /> III A 1 (b) Designate laboratory methods for pH and MEK analysis. <br /> Both Tanks <br /> In addition to the above, you are also required to provide the <br /> following information. <br /> Please submit to the Department planned methodology for storing <br /> and handling excavated soil and for protecting the excavated hole <br /> pending review of laboratory results by this Department. You are <br /> required to notify this office promptly if any leak is indicated <br /> either through precision testing or visual observations. <br /> Prior to receiving authorization to backfill the excavation, DDTC <br /> shall provide the Department with the following: <br /> 1) Analytical results from soil testing (include refer- <br /> ence lab test method) . <br />
