ZN <br /> Defense Logistics Agency NE S <br /> Defense Depot, Tracy <br /> Tracy, CA 95376-5000 <br /> Dear Mr. Haines: <br /> DDTC, UNDERGROUND STORAGE TANK CLOSURE PLAN, NOTICE OF <br /> DEFICIENCY, SAN JOAQUIN COUNTY <br /> we have reviewed the closure plan submitted to the Department on <br /> February 6, 1987, for underground storage tanks located at Build- <br /> ing 247 and Warehouse 28, and find the plan to be deficient for <br /> the reasons listed below. Comments are referenced to the appro- <br /> priate section of the Closure Plan. <br /> Tank at Building 247 <br /> Section <br /> III-A-1- (a) A composite soil sample shall be collected from a <br /> depth of one foot below the tank bottom. The composite <br /> sample submitted for laboratory analysis shall be obtained <br /> immediately upon tank removal and shall be a composite of <br /> five samples collected at one foot depth below the tank <br /> bottom. This composite sample shall consist of one sample <br /> from each corner of the tank and one from the center. <br /> The three foot depth sample described in the closure plan <br /> will not be required unless laboratory analysis indicates <br /> soil contamination. <br /> In addition, any visible contaminated soil shall be sampled <br /> and analyzed for all the parameters listed in Section III <br /> A-1 B of the Closure Plan (C.P. ) . If any of the sampling <br /> areas designated to be part of the composite are visibly <br /> contaminated, those areas shall be sampled and analyzed <br /> separately and not included in the composite sample. <br /> Submission of laboratory data to this Department shall in- <br /> clude a diagram of where the samples were collected. <br /> III A-1 (b) Designate laboratory methods for pH and MEK analysis. <br />
