V� U <br /> WG 25 X016 <br /> January 25, 2016 Monitoring Well Abandonment Workplan <br /> IRONIUIi 7. ` .. <br /> H DE" T <br /> receive site-specific training prior to beginning work.The licensed driller should be responsible for <br /> the safe operation of the drill rig as well as the crew's adherence to all safety procedures.The crew <br /> members and other personnel at the site should wear protective equipment(i.e.,hard hat,gloves, <br /> and steel toed boots),and be aware of all hazards and control procedures.All personnel working at <br /> the site should participate in the Daily Safety Meetings and be aware of all emergency procedures. <br /> Before drilling,the existence and location of underground pipe, electrical equipment and gas lines <br /> should be determined.Documentation that nearby utilities have been marked on the ground,and <br /> that the drill site has been cleared should be in the possession of the Field Operations Manager <br /> prior to commencement of drilling at the site.If drilling is conducted in the vicinity of overhead <br /> power lines,the power to the lines must be shut off or the equipment must be positioned and <br /> blocked such that no part,including cables can come within the minimum clearances of the lines.All <br /> well sites should be inspected by the driller prior to locating the rig to ensure a stable surface <br /> exists. <br /> 2. Monitoring Well Abandonment <br /> Ten existing monitoring wells are recommended for abandonment.The principal objective of <br /> destroying and sealing wells is to restore,as far as possible,the original (natural) hydrogeologic <br /> conditions that protect groundwater.The following general procedure should be employed to <br /> abandon and seal the monitoring wells that are approved for abandonment. <br /> Per San Joaquin County Well Standards,monitoring wells should be destroyed by a C-57 licensed <br /> contractor under the direction of a California Registered Professional Engineer,California <br /> Professional Geologist,or a California Certified Engineering Geologist.All work should be <br /> performed in accordance with San Joaquin County Well Standards.After receiving approval from <br /> RWQCB staff,the following requirements pertaining to abandoning monitoring wells should occur. <br /> • Finalize abandonment plans with private property owners and obtain right-of-access <br /> agreements (CLSP-2,CLSP-10, MWR-6,MWR-13, MWR-15,and MWR-20). <br /> • Obtain well destruction permits from the San Joaquin County Environmental Health <br /> Department(SJCEHD). <br /> • Obtain encroachment permit from the City of Lathrop for Mossdale wells located within the <br /> street right-of-way(MWM-14, MWM-16,and MWM-26). <br /> • Schedule well destruction inspections with the County and perform all sealing operations in the <br /> presence of a County inspector,unless directed otherwise by the County. <br /> • Before destruction,sound well to determine whether there are obstructions that could interfere <br /> with filling and sealing.
