The document was distributed by <br /> the City of Lathrop Public Works Department and is identified by State Clearinghouse No. 2001122108. <br /> This letter provides comments on the DEIR and identifies issues that may require further discussion. <br /> Project Description <br /> The project would expand and upgrade the existing City of Lathrop Water Recycling Plant No. 1 by 3.0 <br /> million gallons per day of tertiary treatment capacity in four stages, each increase providing an additional <br /> 0.75 million gallons per day (mgd) of capacity. The improvements would be separate from the existing <br /> treatment plant that would continue to accept industrial wastewater from the Crossroads Industrial <br /> Development. <br /> The project would also construct a new collection system for proposed residential developments and a <br /> recycled water storage and distribution system. Initially the treatment and disposal system would apply all <br /> wastewater to land but the City also desires the ability to discharge treated wastewater to surface water in <br /> the future. The DEIR only address the wastewater application to land. The issue of surface water <br /> discharge has been discussed numerous times with the City, and in a 16 December 1999 letter, the <br /> Regional Board provided the City a list of items to be addressed in a Report of Waste Discharge (RWD) <br /> in 16 December 1999 correspondence. That letter is attached to this document. <br /> The DEIR describes the wastewater system in general but is not specific enough to allow the Regional <br /> Board to evaluate some statements or to determine if adequate land application areas exist. Further <br /> description of those items will be required for the RWD that is required prior to preparation of tentative <br /> Waste Discharge Requirements (WDRs). <br /> The following comments address Table 2-1: <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br /> The energy challenge facing California is real.
