California Regional Water Quality Control Board
Central Valley Region a
Robert Schneider,Chair
Winston H.Hickox Gray Davis
Secretaryfor Sacramento Main Office Governor
Environmental - Internet Address: http://w .s b.ca.gov/—mgcb5
Protection 3443 Render Road,Suite A,Sacramento,California 95827-3003
Phone(916)255-3000•FAX(916)255-3015
21 June 2002
I-DDo
Ramon Batista
City of Lathrop
16775 Howland Road
Lathrop, CA 95330
PROPOSED WASTE DISCHAR GE REQUIREMENT SCHED ULE CHANGE, LATHROP, SAN
JOAQUIN COUNTY
I have reviewed the 17 June 2002 City of Lathrop correspondence proposing a due date extension to the
Groundwater Well Installation Report required by Waste Discharge Requirements (WDRs) Provision
F.I.e. The submittal due date is 30 June 2002. Your letter describes the potential use of new land
application areas and requests a delay in well installation at the designated land application areas until
the issue is resolved. If new land application areas are used, a revised monitoring network would be
designed. Wastewater can be applied to new land application areas only after the WDRs are revised. To
revise the WDRs, a complete Report of Waste Discharge (RWD) must be submitted at least 120 days
prior to initiating the discharge.
Your letter does not describe the status of the land application areas described in the WDRs; will they be
used for wastewater application? If so, there is no reason to delay installation of the monitoring wells.
Additional wells for new land application areas can be added to the monitoring network later and would
be addressed in revised WDRs. Failing to meet the schedule for well installation will impact the
schedule of a number of other technical reports including the reports required by Provisions F.l.f and
F.l.g. You request an extension until 30 August 2002; in fact, if new land application areas are
proposed, an RWD will be required delaying the well installation considerably beyond 30 August 2002.
If you have any questions on this information, please telephone me at (916) 255-3116.
TIMOTHY R.
