The workplan was prepared in response to Provision FAA of the Waste
Discharge Requirements (WDRs). After reviewing the workplan, I have the following comments:
• The screen length proposed in the workplan may be excessive. Because the wells will be located in a
land application area it is appropriate to maximize the amount of annular seal for each well. Please
limit the screen length to 10 feet unless site conditions dictate otherwise.
• If a slip cap is used on the bottom of the well casing, it must be secured using stainless steel screws.
• The workplan states that only eight of the existing 13 wells are"fimctioning properly,"yet does not
explain why the six wells are non-functional or whether they can be easily rehabilitated. Please
describe the problems with these six wells and present a table listing all the wells that you propose to
monitor for preparation of the Background Groundwater Quality Study Report required by WDRs
Provision F.l.f. Depending on your list, additional groundwater monitoring wells maybe required in
order to fully monitor upgradient and downgradient of all wastewater storage and land application
areas.
Please address the comments in this conditional approval prior to installing the wells. Please note that
WDRs Provision F.Le requires the well installation report to be submitted by 30 June 2002. If you have
any questions on this conditional approval, please telephone me at(916) 255-3116.
TIMOT R.
