This Notice of Preparation (NOP) of the EIR is intended to provide <br /> interested parties with information on the proposed project; to solicit the views of agencies and <br /> the public on the project and the scope of this environmental analysis, including suggestions for <br /> project alternatives; and to inform interested parties of scoping meetings on the proposed project. <br /> Project Overview <br /> The City of Lathrop is located in San Joaquin County, between the cities of Stockton, Tracy, and <br /> Manteca in the southern portion of the Sacramento-San Joaquin River Delta (Exhibit 1). East <br /> Lathrop is largely developed, whereas West Central Lathrop and Stewart Tract are largely <br /> agricultural areas with scattered rural residences. The City is considering development proposals <br /> for both West Central Lathrop and Stewart Tract and is preparing EIRs for proposed <br /> developments in these areas. <br /> To provide a basis for the orderly and coordinated expansion of water, wastewater, and recycled <br /> water facilities to support ongoing and anticipated growth in areas within the City of Lathrop and <br /> its sphere of influence, the City in July 2001 adopted a Water, Wastewater, and Recycled Water <br /> Master Plan (Master Plan). The potential impacts of Master Plan implementation were analyzed <br /> in a programmatic EIR, as described below. Included in the Master Plan and evaluated in the <br /> Master Plan EIR was the expansion of Water Recycling Plant #1 (WRP #1) from its existing <br /> design capacity, approximately 0.6 million gallons per day (mgd), to an ultimate (year 2030) <br /> capacity of as much as 6.1 mgd of average dry-weather flow treated to a tertiary level.
