Notice of Preparation • <br /> December 27, 2001 <br /> Page 4 <br /> The plant and pump station modifications summarized above and the extension of the <br /> wastewater collection system and force mains as part of the project would all take place within <br /> the Master Plan area and would be consistent with the improvements described in the Master <br /> Plan and evaluated at a programmatic level in the Master Plan EIR. <br /> Issues to Be Addressed in the EIR for the Proposed Project <br /> The EIR for the proposed project will evaluate potential impacts during both construction and <br /> operation of the facilities needed for the proposed expansion for the collection and treatment of <br /> wastewater and the storage and delivery of recycled tertiary-treated water. It is anticipated that <br /> the project EIR will evaluate potential impacts in the following topic areas: <br /> + groundwater quality, <br /> • surface water quality(effects related to runoff), <br /> • air quality (including odor effects), <br /> • noise, <br /> • terrestrial biological resources, <br /> • land use and agriculture, and <br /> • cultural resources. <br /> The City anticipates that the following issues will not be addressed in the ETR for the proposed <br /> project because they were sufficiently addressed in the Master Plan EIR: <br /> • traffic and circulation, <br /> • flood control and drainage, <br /> • public services, <br /> • utilities, <br /> • health and safety, <br /> • earth resources, <br /> • population and housing, and <br /> • aesthetics and visual resources. <br /> For some of these topics, the Master Plan EIR determined that any impacts would be less than <br /> significant, rendering further analysis unnecessary. <br /> For others, significant impacts were identified but were adequately addressed in the Master Plan <br /> EIR because the lead agency(the City) determined that these effects: <br /> • will be mitigated to a less-than-significant level or will be avoided consistent with the <br /> analysis in the Master Plan EIR or <br /> • have been examined at a sufficient level of detail in the Master Plan EIR to enable those <br /> effects to be mitigated or avoided by site-specific revisions, by the imposition of <br /> conditions, or by other means in connection with the approval of the proposed project. <br /> 16775 Howland Road-Suite One Lathrop, CA 95330 <br />
