California R*ional Water Quality Pontrol Board
vCentral Valley Region
Robert Schneider,Chair
Winston H.Hickox Gray Davis
Secretatyfor Sacramento Main Office .- - Governor
Environmental Internet Address: http://www.swrcb.ca.gov/—mgcb5'
Protection 3443 Routier Road,Suite A,Sacramento,California 95827-3003 '
Phone(916)255-3000•FAX(916)255-3015
2 March 2001
Joseph Zilles
Kleinfelder
2825 East Myrtle Street
Stockton, CA 95205-4794
DISCHARGE FROM SHALLOW AQUIFER PUMP TEST, LATHROP, SAN JOA QUIN COUNTY
I have reviewed Kleinfelder's 26 February 2001 letter requesting a Waiver of Waste Discharge
Requirements (WDRs) for the discharge of pumped groundwater to land. The groundwater will be
generated in a 24-hour aquifer pump test. The pumping test is being performed to estimate aquifer
parameters for groundwater modeling activities. The pumping test maximum anticipated flow rate is 15
gallons per minute.
The pumping well (MW3) is located approximately 1,400 feet west of the intersection of Parkway Road
and Christopher Way in Lathrop. The groundwater will be discharged to land approximately 500 feet
from the pumping well on the same parcel. All the water will be contained on-site and will infiltrate into
the soil.
The pumping well was sampled for chemical analysis on 29 January 2001 and the analytical results were
transmitted to the Regional Board. Groundwater samples were chemically analyzed for priority pollutant
metals, total metals, mercury, conventional chemistry parameters, anions, specific conductivity,
organochlorine pesticides and polychlorinated biphenyls, phenolics, cyanide, total Kjeldahl nitrogen,
purgable volatile organic compounds, acid and base/neutral extractables, and microbiological
parameters. Only methylene chloride (17 µg/1)was detected at a level of concern for the pumping test
activity. Because methylene chloride is a common lab contaminant, the detection is not considered
significant.
Based on the information provided by Kleinfelder,we find that the test pumping of the fresh water well
should not contain constituents of concern that may pose a threat to water quality. Therefore, WDRs are
not required for this discharge. Kleinfelder is responsible for obtaining landowner permission to
perform the pump test and discharge the water. All the water discharged shall be contained on site
through construction of berms or careful application of the wastewater which prevents runoff.
Should new information come to our attention that indicates a water quality problem or if you change the
nature or scope of the waste discharge at the facility, you may be required to submit a Report of Waste
California Environmental Protection Agency
0 Recycled Paper
The energy challenge facing California is real. Every Californian needs to take immediate action to reduce energy consumption.
For a list of simple ways you can reduce demand and cut your energy costs, see our Web-site at http://www.swrcb.ca.gov/rwgcb5
