Mr. Brian Grattidge 0 - 2 - -4 17 May 2001 <br /> • Section 3.4.2 describes the intention to land apply treated wastewater to 1,022 acres or more, "if <br /> available." If the land is not available, and an NPDES permit is not approved,then the City of <br /> Lathrop will not be able to proceed with all the proposed housing. <br /> • Table 3-6 provides estimated effluent limits based on the Mountain House WDRs. Effluent limits <br /> are based on site specific conditions, and the erlluent limits applied to Mountain House may not be <br /> applicable to the City of Lathrop. <br /> • Section 4.2.1 describes Waste Discharge Requirements and describes monitoring that would be <br /> required. In addition to the items listed, groundwater monitoring will be required at all storage or <br /> land application areas. <br /> Depending on the Standard Industrial Classification (SIC) code of the final project, compliance with the <br /> National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000001 for <br /> Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of <br /> activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General <br /> Permit,the proponent must submit a Notice of Intent to comply with the permit(NOI) to the State Water <br /> Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP) must be prepared. <br /> If construction associated with the project will disturb more than five acres or is part of a larger common <br /> plan of development that encompasses five or more acres, the property owner needs to obtain permit <br /> coverage under the National Pollutant Discharge Elimination System(NPDES) General Permit No. <br /> CAS000002 for Discharges of Storn-i Water Associated With Construction Activity. Before construction <br /> begins, the proponent must submit an NOI to comply with the permit to the State Water Resources <br /> Control Board and a SWPPP must be prepared. If a Section 404 permit is required by the Corps,the Board will review the permit application <br /> to ensure that discharge will not violate water quality standards.
