'Wayne Pierson: <br /> I wish to thank you for sending me the notice entitled <br /> Tentative Waste Discharge Requirements for City of Lathrop <br /> and Crossroads Sanitary Corporation/Lathrop Industrial Waste- <br /> water Treatment Plant/San Joaquin County. <br /> I was displeased to learn that after all the opposition and <br /> concern voiced at the Lathrop City Council meetings last year <br /> that the city gave in to pressures and made a decision contrary <br /> to the public interest and proceeded with a project that is a <br /> potential health risk to the surrounding inhabitants of its <br /> proposed location! <br /> At the Lathrop City Council meetinvs last year, many area busi- <br /> ness people and residents declared their objections , but <br /> apparently to no avail. <br /> I was. and I- ami:Still opposed specifically to the site because <br /> of the hitch water table , the health risks , industrial contam- <br /> inants , water quality, the stench and the likelihood of <br /> decreased property values , etc. <br /> To quote Patricia Leary's follow-up letter dated September 22 ,. <br /> 1992 , which was previously omitted from the tentative Waste <br /> Discharge Requirements for the (proposed) Lathrop Industrial <br /> Wastewater Treatment Plant: " 5. The area in the vicinity <br /> of the (proposed) treatment plant and disposal ponds is <br /> characterized by very shallow <„round water conditions. Two <br /> wastewater disposal facilities (Eagle Park Plaza and Lathrop <br /> Acres) previously located in the area each received a Cease <br /> and Desist Order for lack of disposal capacity due to seasonally <br /> high ground water. ” <br /> "Another item to note is that the tentative Requirements require <br /> monthly ground water analyses of total coliform organisms and <br /> measurements of Mund water elevations. The frequencies were <br /> increased to ensure early detection of any coliform problems . " <br /> With the above in mind , it becomes totally incomprehensible to <br /> me why this project has advanced to the present level. <br /> I prefer two alternative solutions for this development.
