CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> LATHROP ACRES SEWER MAINTENANCE DISTRICT <br /> AND <br /> WILLIAM W. PHILLIPS <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region (here- <br /> after Board) , finds that: <br /> 1. Lathrop Acres Sewer Maintenance District (hereafter Discharger) submitted a <br /> report of waste discharge, dated 12 December 1982. The property (Assessor's <br /> Parcel Nos. 195-250-32, 195-250-37, and 195-250-43) is owned by William W. <br /> Phillips (hereafter also Discharger) . <br /> 2. The Board, on 17 December 1976, adopted Order No. 76-237 which prescribed <br /> requirements for a discharge of domestic waste from Lathrop Village Homes and <br /> Camino Real Mobile Estates to primary aeration ponds and evaporation/percola- <br /> tion ponds for treatment and disposal . <br /> 3. The Discharger proposes expansion of sewage treatment ponds to accomodate <br /> domestic waste from future development of a 545-unit subdivision. <br /> 4. The Discharger proposes to discharge 0.348 million gallons per day (15.3 <br /> 1/sec) of domestic waste from existing and future residential developments <br /> to the district's sewage ponds for treatment and disposal . <br /> 5. The Discharger's sewage treatment facility is in the southwest 1/4 of Section <br /> 26, TIS, R6E, MDB&M with surface water drainage to a tributary of the San <br /> Joaquin River. <br /> 6. The beneficial uses of the San Joaquin River are municipal , industrial , and <br /> agricultural supply; recreation; esthetic enjoyment; navigation; and preser- <br /> vation and enhancement of fish, wildlife and other aquatic resources. <br /> 7. The beneficial uses of the ground water are municipal , industrial , and <br /> agricultural supply. <br /> 8. The Board, on 25 July 1975, adopted a Water Quality Control Plan for the <br /> Sacramento-San Joaquin Delta Basin (5B) which contains water quality objec- <br /> tives. These requirements are consistent with that plan. <br /> 9. The San Joaquin County Planning Department has adopted a final environmental <br /> impact report in accordance with the California Environmental Quality Act, <br /> (Public Resources Code Section 21000, et seq. ) , and the State Guidelines. <br /> 10. The Board has reviewed the EIR and concurs there are no significant impacts <br /> on water quality. <br />
