WASTE DISCHARGE REQUIREMENTS -2- <br /> LATHROP ACRES SEWER MAINTENANCE DISTRICT <br /> AND WILLIAM W. PHILLIPS <br /> SAN JOAQUIN COUNTY <br /> 11. The Board has notified the Discharger and interested agencies and persons of <br /> its intent to prescribe waste discharge requirements for this discharge. <br /> 12. The Board, in a public hearing, heard and considered all comments pertaining <br /> to the discharge. <br /> IT IS HEREBY ORDERED, that Order No. 76-237 be rescinded and the Lathrop Acres <br /> Sewer Maintenance District and William W. Phillips (property owner) in order to <br /> meet the provisions contained in Division 7 of the California Water Code and <br /> regulations adopted thereunder, shall comply with the following: <br /> A. Discharge Prohibitions: <br /> .1 . The direct discharge of wastes to surface waters or surface water drainage <br /> courses is prohibited . <br /> 2. The by-pass or overflow of untreated or partially treated waste is pro- <br /> hibited. <br /> B. Discharge Specifications: <br /> 1 . Neither the treatment nor the discharge shall cause a pollution or nui- <br /> sance as defined by the California Water Code, Section 13050. <br /> 2. The discharge shall not cause degradation of any water supply. <br /> 3. The discharge shall remain within the designated disposal area (shown on <br /> Attachment A) at all times. <br /> 4. The public shall be denied access to aeration and evaporation/percolation <br /> ponds. <br /> 5. The 30-day average daily discharge flow shall not exceed 0.348 million <br /> gallons (1,318 m3) . <br /> 6. Collected screening, sludges, and other solids removed from liquid wastes <br /> shall be disposed of in a manner approved by the Executive Officer. <br /> 7. The dissolved oxygen content of the aeration and evaporation/percolation <br /> ponds shall not be less than 1 .0 mg/l for 16 hours in any 24-hour period. <br /> C. Provisions: <br /> 1 . The Discharger may be required to submit technical or monitoring reports <br /> as directed by the Executive Officer. <br />
