WASTE DISCHARGE REQUIREMENTS -2- LATHROP ACRES SEWER MAINTENANCE DISTRICT AND WILLIAM W. PHILLIPS SAN JOAQUIN COUNTY 11. The Board has notified the Discharger and interested agencies and persons of its intent to prescribe waste discharge requirements for this discharge. 12. The Board, in a public hearing, heard and considered all comments pertaining to the discharge. IT IS HEREBY ORDERED, that Order No. 76-237 be rescinded and the Lathrop Acres Sewer Maintenance District and William W. Phillips (property owner) in order to meet the provisions contained in Division 7 of the California Water Code and regulations adopted thereunder, shall comply with the following: A. Discharge Prohibitions: .1 . The direct discharge of wastes to surface waters or surface water drainage courses is prohibited . 2. The by-pass or overflow of untreated or partially treated waste is pro- hibited. B. Discharge Specifications: 1 . Neither the treatment nor the discharge shall cause a pollution or nui- sance as defined by the California Water Code, Section 13050. 2. The discharge shall not cause degradation of any water supply. 3. The discharge shall remain within the designated disposal area (shown on Attachment A) at all times. 4. The public shall be denied access to aeration and evaporation/percolation ponds. 5. The 30-day average daily discharge flow shall not exceed 0.348 million gallons (1,318 m3) . 6. Collected screening, sludges, and other solids removed from liquid wastes shall be disposed of in a manner approved by the Executive Officer. 7. The dissolved oxygen content of the aeration and evaporation/percolation ponds shall not be less than 1 .0 mg/l for 16 hours in any 24-hour period. C. Provisions: 1 . The Discharger may be required to submit technical or monitoring reports as directed by the Executive Officer.
