0
tDescription Addenda and confirmed and documented in the subsequent Well
Installation Reports.
' 6.0 MONITORING WELL DESTRUCTION
' Monitoring wells may be approved for elimination from the groundwater
monitoring network. If approved for elimination, proper abandonment procedures
shall be implemented. The principal objective of destroying and sealing
abandoned wells is to restore, as far as possible, the original (natural)
hydrogeologic conditions that protect groundwater. The following general
procedure shall be employed to destroy and seal monitoring wells that are
' approved for abandonment.
The WDRs require that 120 days prior to the scheduled destruction of any
groundwater monitoring network well, the Discharger shall submit a Groundwater
Well Project Description Addendum. The Groundwater Well Project Description
' Addendum shall provide site specific information, describe the proposed change
to the existing groundwater monitoring network, describe the well condition and
its construction details, and refer to the well destruction methods specified in this
Master Well Workplan. No network monitoring wells shall be destroyed until
approval to proceed is obtained from RWQCB staff.
t Per San Joaquin County Well Standards, monitoring wells shall be destroyed by
a C-57 licensed contractor under the direction of a California Registered
Professional Engineer, California Professional Geologist, or a California Certified
' Engineering Geologist. All work shall be performed in accordance with San
Joaquin County Well Standards. After receiving approval from RWQCB staff, the
following requirements pertain to destroying monitoring wells.
' • Obtain well destruction permits from the San Joaquin County Environmental
Health Department (SJCEHD).
• Schedule well destruction inspections with the County and perform all sealing
operations in the presence of a County inspector, unless directed otherwise
' by the County.
Before destruction, sound well to determine whether there are obstructions
' that could interfere with filling and sealing. Obstructions found in the well or
boring shall be removed before filling and sealing operations begin.
• If the monitoring well was constructed and maintained in accordance with this
Master Well Workplan, California Bulletin 74-90, and the San Joaquin County
Well Standards, and RWQCB staff approve, the casing, filter pack, and
' annular seal materials may be left in place during sealing operations. Under
these conditions, the sealing material may be placed in the casing under
pressure to ensure that the monitoring well is properly filled and sealed. The
