1 <br /> Harding Lawson Associates ,,, ' <br /> September 30, 1999 r _I} 53 <br />' 47491 1 <br />' Margaret Lagono, Supervising REHS <br /> San Joaquin County Public Health Services <br /> Environmental Health Division <br />' 304 East Weber <br /> Stockton, California 95202 <br />' Additional Closure Information <br /> Mass Calculations and Compilation of Monitoring Well Data, Re., <br /> 210,000-gallon UST Removal Protect and <br /> Limited Phase 11 Investigation of Courtyard Tanks and Sump <br /> Newark Sierra Paperboard Mills <br />' 800 West Church Street <br /> Stockton, California <br />' Site Code 1063 <br /> Dear Ms Lagono <br /> On behalf of Newark Sierra Paperboard Corp (Newark), Harding Lawson Associates (HLA) submits to the <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) requested information <br />' regarding environmental investigations performed at two areas within the Newark facility, located at 800 West <br /> Church Street in Stockton, California (Plates 1 and 2) This letter report summarizes calculations of the <br /> remaining contaminant mass in these two areas of investigation and submits a compilation of monitoring well <br />' data collected from the four monitoring wells at the Newark facility This information was requested in <br /> PHS/EHD's correspondence to Newark, dated February 25, 1999 The PHS/EHD letter was written is <br /> response to HLA's submission on December 22, 1998 of the reports entitled Closure Report 210,000-gallon <br /> UST Removal Project and Summary Report Limped Phase 11 Investigation, Courtyard Tanks and Sump(HLA <br /> 1998b and 1998c) <br /> ' This work was authorized by Mr Mark Vincent of Newark and performed in accordance with HLA's service <br /> agreement and proposal, dated March 17, 1999 This letter report is being concurrently submitted to <br /> PHS/EHD and the Regional Water Quality Control Board, Central Valley Region (RWQCB) The PHS/EHD <br /> letter indicated that after reviewing the above-requested data, PHS/EHD may request concurrence from the <br /> RWQCB for no further action with respect to these two areas at the Newark facility This letter report includes <br /> a brief background summary of the two areas investigated, calculations of the remaining contaminant mass in <br /> both areas, and the requested summary table containing historical groundwater elevations, depths to <br /> ' groundwater, and analytical results of groundwater samples collected from the four monitoring wells situated <br /> around the former underground storage tank (UST) location (Plate 2) <br /> ' BACKGROUND <br /> Environmental investigations were performed by HLA in two locations within the Newark facility during 1998 <br /> One of these areas consisted of the two Number 9 6 fuel underground storage tanks (USTs) and an adjacent <br /> Engineering and <br /> ' Environmental Services 10265 Rockingham Drive Suite 150 Sacramento CA 95827 916/364 0793 Fax 916/364 5633 <br />
