(Amec Foster Wheeler) has prepared this Work Plan to perform additional investigation in <br /> Area B-7 at the Newark Sierra Paperboard Facility in Stockton, California (Figure 1). The <br /> purpose of this investigation is to delineate the vertical extent of petroleum hydrocarbon in <br /> groundwater at Area B-7. This Work Plan was prepared in response to the Central Valley <br /> Regional Water Quality Control Board (Water Board) letters dated September 23 and 25, 2015. <br /> BACKGROUND <br /> In August 1985, two 4,000-gallon diesel underground storage tanks (USTs) were removed from <br /> the southwest corner of the site. No confirmation samples were collected following removal of <br /> the USTs. Subsequent investigation activities performed in 2005 identified elevated <br /> concentrations of total petroleum hydrocarbons (TPH) as gasoline (TPHg) and TPH as diesel <br /> (TPHd). Groundwater samples detected TPHg and TPHd at maximum concentrations of 2,300 <br /> and 5,300,000 micrograms per liter (Ng/L) respectively. TPHg and TPHd were detected at <br /> maximum concentrations of 1,800 and 2,900 milligrams per kilogram (mg/kg) respectively in soil <br /> samples collected at 20 feet below ground surface (bgs). <br /> In September 2012 URS Corporation (URS) advanced five borings (B-36 through B-39 and <br /> B-41) using direct push technology. The borings were advanced for the purpose of further <br /> characterizing the lateral and vertical extent of impacts in Area B-7 reported during the 2005 <br /> investigation. Four shallow borings were drilled into first-encountered groundwater <br /> (approximately 20 to 24 feet bgs) and one deep boring (B-41) was drilled to approximately 65 <br /> feet bgs. <br /> One soil was collected from each boring and analyzed for TPHg, TPHd, and volatile organic <br /> compounds (VOCs) by Environmental Protection Agency (EPA) Test Method 8260. The <br /> laboratory analysis indicated only one soil sample collected during the investigation had <br /> concentrations above laboratory detection limits for any of the constituents of concern.
