(Case 1). In the Report GC proposes onsite and offsite soil, soil gas, <br /> and groundwater sampling. In the Work Plan GC proposes excavation of soil impacted by toluene to the <br /> proposed cleanup goal of 2.9 milligrams per kilogram, based on the San Francisco Bay Regional Water <br /> Quality Control Board Environmental Screening Level. We are aware Dopaco has been ordered to <br /> conduct investigation and cleanup of toluene, and any chemicals commingled with toluene, from the <br /> property at 800 West Church Street in Stockton by agreements specified in the Stipulated Injunction and <br /> Consent Decree per United States District Court, Eastern District of California Case 2:08-cv-02623-GEB- <br /> DAD, dated 20 April 2012. <br /> We concur with the activities proposed by GC in the Work Plan with the following additions: <br /> 1. A 30-day Public comment period must be conducted prior to implementation of a corrective <br /> action. At a minimum a Fact Sheet describing the corrective action needs to be prepared and be <br /> mailed to all properties (residential and commercial) adjacent to the Site and posted in the office <br /> and lunch area on the property prior to fieldwork. All comments must be addressed prior to start <br /> of work. An example Fact Sheet is attached and an electronic copy was mailed to Dr. Tony <br /> Smith of GC on 16 October 2013. We can work with Dr. Smith through email to provide edits <br /> and final approval of the Fact Sheet and distribution list. <br /> 2. Submission of a map showing the proposed route for the dump trucks with designated hours of <br /> operations for traffic control and the total anticipated number of trips to/from the work area per <br /> day in a Work Plan Addendum. <br /> 3. Submission of an updated Health and Safety Plan addressing activities associated with the <br /> excavation in a Work Plan Addendum. <br /> 4.
