<br /> DOPACO INC. CASE 1, 800 WEST CHURCH STREET, STOCKTON, SAN JOAQUIN COUNTY
<br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley Water Board)
<br /> staff reviewed the Request for Closure for Toluene, Dopaco Area (Report) received on 30 January 2015,
<br /> prepared by Geosyntec Consultants (GC) on behalf of the Cascades Inc. A review of the case file was
<br /> performed in response to the request for case closure made by GC in the Report. A case summary
<br /> follows:
<br /> 1) There are three (3) underground storage tank cases associated with the property at 800 West
<br /> Church Street in Stockton, San Joaquin County (Figure 1). Case 1 (Tank C, Toluene tank) is
<br /> associated with Dopaco Inc. (Dopaco). Dopaco is responsible for closure of Tank C, which was
<br /> located within a rectangular area (about 200 feet by 275 feet) along the northern boundary of the
<br /> property (Figure 2, Table 1) owned by The Newark Group (Newark). Dopaco Inc., a subsidiary of
<br /> Cascades Inc., operated a printing facility which stored toluene, isopropyl acetate, isopropyl alcohol,
<br /> normal-propyl acetate, Blanket Wash (cyclohexane, n-heptane, methyl cyclohexane, paraffins, and
<br /> cycloparaffin) and waste ink in eight underground storage tanks (USTs). Cleanup and investigation
<br /> of Tank C was ordered by the District Court on 20 April 2012 as part of a settlement between
<br /> Dopaco, Inc. and The Newark Group, Inc.
<br /> 2) Case 2 is the responsibility of The Newark Group and includes. two petroleum USTs (Tanks I and J)
<br /> in the southwest corner of its property, and three additional petroleum USTs (Tanks K, L & M) in the
<br /> southeast corner of its property at 800 West Church Street, Stockton (see Figure 3). Chemicals of
<br /> concern identified for Case 2 include: total petroleum hydrocarbons as diesel (TPHd), TPH as
<br /> gasoline (TPHg), benzene, toluene, ethylbenzene, xylenes, methyl tert butyl ether,
<br /> 1,1-dichloroethane, 1,1-dichloroethene, 1,1,2-trichloroethane, 1,2-dichloroethene, 2-butanone,
<br /> acetone, chloroform, cis-1,2-dichloroethene, Freon, sec-butyl benzene, tetrachloroethene,
<br /> trichloroethene, and trihalomethanes.
