AGE proposed installing 10 ozone injection wells at the site and an ozone generator system in the area
of the former underground storage tanks(USI) cluster located to the north of the above-referenced•property,
and to perform a 24-week pilot study to evaluate the efficacy of an in-situ ozone injection system. EHD had
not approved or disapproved the work plan because a bench scale study or a biochemical study of the effect of
the ozone is now required by the Central Valley Regional Water Quality Control Board(CVRWQCB).
EHD has previously received a copy of the results of various analytical tests of the soil samples and grab
groundwater samples collected on April 5,2005. No title page, tables,or discussion accompanied the lab data.
Based on communication with AGE on May 12,2005,EHD was informed that the data was related to the
bench-scale study. On September 6,2005,CVRWQCB via electronic mail recommended that AGE provide a
letter report that included tables, summary, and a conclusion along with the lab data. CVRWQCB also
recommended AGE submit a work plan for the pilot study which summarizes and draws on the bench-scale
study.
EHD has discussed the work plan and the bench scale study with CVRWQCB on September 30,2005.
CVRWQCB stated the work plan previously submitted should be revised to include information and
conclusions drawn from the bench-scale study. CVRWQCB also considered 10 ozone injection points to be a
full remediation system, rather than a pilot study. A pilot study should be a small-scale investigation to see if
the proposed remediation system is effective in reducing the contamination at the site. Please submit by
November 5,2005 a revised work plan that includes the bench-scale study results and conclusions, and a scope
of work that is reflective of a pilot study not a full remediation system.
Please direct any questions to Jeffrey Wong at(209)468-0335.
Donna Heran,REHS,Director
Environmental Health Department
#, CeffreWJ y , r REHS Margaret agorio,REHS
LOP/Site Mitigation Unit Supervisor
Cc: CVRWQCB,Central Valley Region—James L.L.Barton,PG
Cc: Advanced GeoEnvironmental,Inc.—Bill Little,PG
