SAN J O A Q U I N Environmental Health Department <br /> Complaint Record Daily Time and Activity Summary from 5/28/2018 to <br /> 5/28/2019 for C09JMB170 located at <br /> 18667 N Jacob Brack Rd <br /> Activity Date Recorded by <br /> 04/08/2019 Received a spill report that 39 gallons of diesel had been released onto pavement PE 2546 ALANIZ <br /> 18 min at Sutter Home Winery 18667 N Jacob Brack Rd, Lodi, CA 95242. Called and SC 544 <br /> spoke with the environmental manager,Alex Bisbikif, at 4:37 p.m. I informed him <br /> that I would be going to the site to see how the cleanup was going. He told me <br /> that ACT Environmental was contracted to clean up the spill by the responsible <br /> party, Pacific Shipping. The responsible party had left the scene by the time I <br /> called him. Alex's number is 209-200-1614. <br /> 04/08/2019 Packed ER car, left and arrived at 5:47 p.m. (had to go through security). Met with PE 2546 ALANIZ <br /> 96 min the environmental manager,Alex Bisbikif, and cleanup manager for ACT SC 978 <br /> Environmental, Jeff Freitas. A truck had hit a rail at the distribution center causing <br /> the release of 39 gallons. Diesel had spilled onto the pavement and into a catch <br /> drain that followed the perimeter of the building and led to a sump. The catch <br /> drain had grates that covered it and were removed so the drain could be cleaned. <br /> Absorbent was put into the drain and into the sump. The piping connecting the <br /> sump and the catch drain did not have any grates and was going to have to be <br /> washed out. ACT Environmental was going to let the absorbent soak the diesel <br /> overnight and then clean it out the next day. <br /> Researched the responsible party, Pacific Shipping and contacted Mark Respass, <br /> Director of Safety for Pacific Shipping &Trucking Co., Inc. He gave me the <br /> responsible party (RP) information and I used it to generate the complaint. <br /> It was at this point that ACT Environmental told me their plan to leave the <br /> absorbent overnight and clean it the next day. I left the site and arrived to the EHD area at PE 2546 ALANIZ <br /> 18 min 7:06p.m. SC 978 <br /> 04/08/2019 After dealing with another spill, I wrote the notice to abate from 8:24-8:42 p.m. PE 2546 ALANIZ <br /> 18 min Completed it and emailed it to Mark Respass at mark@pacificshipping.com. SC 978 <br /> The notice to abate observations read: <br /> The diesel spilled onto pavement and flowed into a catch drain that borders the <br /> facility. The diesel that spilled onto the pavement was cleaned up by ACT <br /> Environmental using absorbent. Absorbent was also put in the drain and in a <br /> sump where the drain led to. ACT Environmental is going to let the diesel be <br /> absorbed and is going to wash out a section of the drain where absorbent could <br /> not be applied. <br /> Page 1 of 3 <br />
