Four soil samples were collected at approximate depths of 11-12 feet below ground
surface (bgs) on March 22, 1990 to fulfill the soil sampling requirements of the Underground
Storage Tank Regulations. The PHS/EHD inspector on site to witness the soil sampling noted
that the two samples collected at the southern end of the tanks were discolored and had
petroleum hydrocarbon odor. The analytical results obtained did not correlate with the
inspector's observations because only slight contamination, 13 ppb toluene and 6.8 ppb
ethylbenzene, was noted in one of the samples collected from the northern end of a tank.
Additional soil and groundwater sampling will be required to demonstrate that an unauthorized
release has not occurred. A minimum of two soil borings will be required and these should be
drilled to groundwater which is approximately 20 feet bgs. Sufficient soil and grab groundwater
samples should be collected and submitted for laboratory analysis so that any remaining
contamination can be estimated and the potential and/or actual threat to groundwater can be
evaluated.
Please prepare a work plan that describes the required soil and groundwater investigation and
submit the work plan to PHS/EHD and the Central Valley Regional Water Quality Control Board
byJune 30, 1997.
If you have any questions, please contact me at (209) 468-0337.
Donna Heran, Director REHS
Environmental Health Division
Mary Meays, SEUior REHS
Margaret ugorio, RENS
Site Mitigation Unit Supervisor
cc: Elizabeth Thayer, CVRWQCB 3443 Routier Road Sacramento CA
A Division of San Joaquin County Health Care Services
