containing oil and are constructed so that any discharge from a primary containment system, such <br /> as a tank, will not escape the containment system before cleanup occurs. <br /> The majority of the oil storage containers and oil-filled operational equipment are stored within <br /> buildings on Site. Containers that are indoors, but not equipped with secondary containment, are <br /> located in areas of the building such that any release would not leave the building. A large volume <br /> release from within the buildings, such as a catastrophic release from one of the double-walled <br /> 1,000-gallon used oil ASTs, would flow to the cullet water sump system and be contained there. <br /> However, the two (2) 1,000-gallon used oil ASTs within the buildings are double-walled tanks which <br /> meet the secondary containment requirements of CFR 112.8(c)(2). For secondary containment <br /> capacities see Tables 1 &2 in Appendix B. <br /> The diesel tanks on Site which are located outside of the buildings are double-walled and/or <br /> equipped with concrete secondary containment capable of containing a largest container release <br /> plus freeboard from a 25-year, 24-hour rainfall event. <br /> 6.5 Countermeasures — §112.7(a)(3)(iv) <br /> Countermeasures for discharge discovery, response, and cleanup can be found in Table 3 in <br /> Appendix C. <br /> 6.6 Disposal — §112.7(a)(3)(v) <br /> Table 6 in Appendix C outlines disposal methods for spilled and spent/contaminated materials and <br /> contains a list of emergency response equipment. <br /> 6.7 Emergency Contacts — §112.7(a)(3)(vi) <br /> Table 5 in Appendix C contains the names and telephone numbers of the Facility response team, as <br /> well as Owens-Brockway's oil spill response contractor, National Response Center, and all <br /> appropriate federal, state, and local agencies who must be contacted in the event of a reportable <br /> discharge. <br /> 6.8 Spill Reporting — §112.7(a)(4) <br /> All oil spills should be reported to the Environmental Specialist immediately. Information that would <br /> enable a person to readily use this SPCC Plan to report a discharge such as Site address/direction, <br /> discharge discovery procedures, methods of disposal of recovered material, and contact list and <br /> phone numbers for the Environmental Specialist, Plant Manager, National Response Center, <br /> cleanup subcontractors with standing agreements for responses, and all appropriate federal, state, <br /> and local agencies who must be contacted in the event of a discharge can be found in the Site- <br /> specific Oil Spill Contingency Plan in Appendix C.
