Qualified Oil-Filled <br /> Operational Equipment. <br /> 6.1 Facility Description — § 112.7(a)(3) <br /> The Facility manufactures glass containers for a variety of beverage products and generally consists <br /> of three glass furnaces, a batch house, warehouse space, administrative office space, and parking <br /> lots. Additional Site features include two (2) process ponds, five (5) stormwater ponds, air pollution <br /> control equipment and water treatment system equipment. <br /> The Facility utilizes oil/water sumps located beneath the furnace building (known as the basement <br /> area) eleven oil-filled pad-mounted transformers (four[4] owned by PG&E and seven [7] owned by <br /> Owens-Illinois), three compressors, three emergency generators, a cardboard baler machine, and a <br /> trash compactor. Oil and oil-containing products and materials at the Facility include diesel oil, used <br /> oil, hydraulic oil, oily water, and various other oils, which are stored in ASTs, totes, and drums as <br /> well as in the generator fuel tanks and in the oil-filled operational equipment. <br /> 6.1.1 Facility Diagram <br /> A Facility Diagram showing all Site features and locations of all oil storage containers and oil-filled <br /> operational equipment are presented on Figure 3 of Appendix A. <br /> 6.2 Tank Schedule — § 112.7(a)(3)(i) <br /> Oil storage containers and oil-filled operational equipment information including capacity, contents <br /> stored, type of container, type of worse case failures, types of secondary containment, and other <br /> pertinent information is presented on Table 1 of Appendix B. <br /> 6.3 Procedures For Routine Handling — §112.7(a)(3)(ii) <br /> The Owens-Brockway Plant#22 has developed job-specific procedures for loading, unloading, and <br /> Facility transfers. All oil-handling employees are trained on their job-specific procedures on a regular <br /> basis. These procedures are kept on file at the Facility Office, and if requested can be made <br /> available for EPA representative inspectors during regular business hours. <br /> Oil transfers at the Facility include intermittent deliveries, which do not occur on a daily basis, of <br /> diesel fuel and lube oils to the ASTs on Site, and pick up of used oils. Tank trucks are utilized for <br /> these loading/unloading procedures. There are no permanent loading/unloading racks devoted to <br /> tank truck loading or unloading. In addition, drums and totes containing oil products are unloaded <br /> using forklifts at a designated loading dock area. All deliveries and transfers of oil products are <br /> supervised by at least one Owens-Brockway employee who has participated in the SPCC training. <br /> 6.4 Secondary Containment — §112.7(a)(3)(iii) <br /> The Facility is configured to minimize the likelihood of a discharge reaching navigable waters. The <br /> Facility does not consider the installation of any structure or piece of equipment on Site to prevent a <br /> discharge not practical.
