Inspections, Tests, and Records - §112.7(e) <br /> This inspection program is intended to provide a mechanism to prevent and detect system <br /> malfunctions, equipment deterioration, and operator errors prior to a release occurring. The <br /> inspection program is designed to provide an early warning of the potential for such events in order <br /> that corrective and preventive actions may be taken in a timely manner. <br /> The inspection program is implemented by qualified and trained individuals assigned the <br /> responsibility to detect any unsafe conditions at the Facility and prevent adverse consequences. The <br /> designated individuals have the training and authority to: <br /> • Implement the required inspections <br /> • Perform necessary evaluations and hazard assessments <br /> • Recommend appropriate corrective or remedial actions <br /> 10.1 Visual Non-Documented Observations <br /> The Facility operates 24 hours a day, seven days a week. Therefore, employees are at the Facility <br /> on a regular basis. While on Site, Facility personnel observe the condition of the tanks, piping, <br /> valves, pumps, other oil storage equipment, ground surface and secondary containment areas for <br /> drips, corrosion, and fatigue, which could indicate the potential for leaks. This is completed on an <br /> ongoing basis. All signs of leakage or potential leakage are reported to the Environmental Specialist <br /> or his designee immediately. The results of these inspections are not recorded unless an issue is <br /> observed. <br /> Items identified during the visual observations that require corrective action are reported to the <br /> Environmental Specialist or his designee, who will ensure that corrective measures are implemented <br /> and completed. <br /> 10.2 Monthly and Annual Documented Inspections <br /> Formal monthly and Annual SPCC Inspection of oil product storage, equipment, and transfer areas <br /> are conducted to identify and correct problems before spills occur and to meet the SPCC <br /> regulations. Conditions which could cause the eventual leaking of oils are reported to the <br /> Environmental Specialist or his designee. <br /> The Environmental Specialist or another designated individual will perform the inspection. After <br /> completion, the inspector and Environmental Specialist will sign the inspection form (example forms <br /> are provided in Appendix D). Completed inspection forms are kept on file at the Owens-Brockway <br /> District Office for a minimum of three (3)years. <br /> Items identified during the inspections that require corrective action are reported to the <br /> Environmental Specialist or his designee who will ensure that corrective measures are implemented <br /> and completed before spills, releases, or potential failure could occur. <br /> GHD I Spill Prevention,Control,and Countermeasure(SPCC)Plan 111189093(1)l Page 4 <br />
