10.3 Monthly Response Equipment Inspections <br /> The following equipment is maintained at the Facility for response to and containment in the event of <br /> a release: forklifts, fire extinguishers, barricades, shovels and brooms, two-way radios, front-end <br /> loaders, and booms. The inventories are checked monthly to replenish used materials. Adequate <br /> materials are present at the Facility and spill kits will be located in those areas where releases are <br /> likely to occur. Specialized spill response contractors are also utilized to contain/cleanup spill events. <br /> Spill response contractors are responsible for periodic inspections, maintenance and repair of their <br /> spill response equipment. Contact information for the specialized spill response and cleanup <br /> contractors are provided in Table 5 of this Plan. These contractors have the necessary equipment to <br /> respond to a discharge of oils at the Owens-Brockway Plant#22. Contractor equipment includes <br /> floating booms, heavy equipment, and absorbent materials. <br /> 10.4 Completed Inspection Forms <br /> All completed inspection forms are maintained on file for a minimum of three (3) years. Tank integrity <br /> tests are maintained for the life of the tank. Tank integrity testing details are presented in <br /> Section 17.2.6 of the Plan. <br /> 11 . Training & Discharge Prevention - §112.7(f) <br /> 11.1 Personnel Training - § 112.7(f)(1) <br /> Owens-Brockway provides spill response and prevention training to its oil-handling employees at <br /> least once a year. In addition, since the facility operates 24-hours a day and seven days a week, a <br /> shift chief from each shift must be trained in spill response and prevention training. Spill training at <br /> the Facility involves reviewing proper use of oil sorbent, and spill response materials, proper <br /> notification of Facility personnel, regulators, and spill response contractors, and appropriate <br /> measures to maintain the health and safety of workers. Safety data sheets (SDSs)for oil and other <br /> substances stored or used at the Facility are maintained at the Facility and are readily available. <br /> 11.2 Emergency Coordinator — §112.7(f)(2) <br /> The Environmental Specialist is the designated emergency coordinator for the Site, and is <br /> responsible for spill prevention and control, directing response to any Site emergency, and for <br /> reporting oil spills to the appropriate officials. A list of contacts, as may be required during an <br /> emergency, is provided in Appendix C, Table 5. <br /> Bill Boscacci, Environmental Specialist, is responsible for Owens-Brockway's (Plant#22) spill <br /> management and tank compliance programs. <br /> 11.3 Spill Prevention Briefings — §112.7(f)(3) <br /> Spill prevention briefings are held at least once a year by management for personnel involved with <br /> oil handling at the Facility. These briefings cover known spill events, malfunctioning equipment (if <br /> any), updates in the SPCC Plan, recently developed precautionary measures, and all other topics <br /> related to spill prevention.
