• • r y n
14
Kinder Morgan Energy Partners, Holt -2- 1 August 2000
Inspection Report
groundwater to kill iron-facilitating bacteria that cause bio fouling of the treatment system. A
sequestrian agent is also used to prevent scaling and foaming within the air stripper.
INSPECTION OF FACILITY:
Upon arrival at the site, the system was off-line undergoing filter replacement; however, was back on-
line prior to my departure. The inspection of the facility, with respect to the permitted wastewater
discharge, found it to be adequately operated and maintained. The flow metering was functional at the
time of the inspection. Copies of the NPDES permit and San Joaquin Valley Unified Air Pollution
Control District Permit to Operate were present on-site.
4 fff
Oil/Water Separator. Air Stripper.
Mr. Morrison indicated that approximately 8 gallons per day of liquid sodium hypochlorite are used to
prevent bio fouling by iron bacteria to the treatment system and that the carbon filters typically remove
any residual chlorine. It is unclear to me if residual chlorine loading to the carbon filters reduces the
filter efficiency or capacity to remove other organics including the compounds of concern. I am also
concerned that residual chlorine is not being monitored in the effluent. The General Order does not
cover the use of chlorine and sequestrian agents.
r
Aqueous Granular Activated Carbon Sodium Hypochlorite Storage
