Kinder Morgan Energy Partners, Holt -3- 1 August 2000 <br /> Inspection Report <br /> MONITORING AND REPORTING REQUIREMENTS: <br /> Review of the quarterly self-monitoring report (SMR)for the First Quarter 2000 found a violation of <br /> the effluent limits during the January 2000 sampling event. The reported concentrations for both <br /> TPH-gasoline and TPH-Diesel exceeded the allowable 30-day median (50 µg/1) and daily maximum <br /> (100 µg/1) effluent limits. Benzene and xylenes exceeded the 30-day median effluent limit of 0.5 µg/l. <br /> These Group H Pollutants exceed the effluent limitations by more than twenty percent (20%) and are <br /> considered a significant violation as specified in California Water Code Section 13385 (h)(1) and <br /> (h)(2)• <br /> The NPDES sampling and analysis requirements are reiterated with the requirements for groundwater <br /> monitoring in revised Monitoring and Reporting Program(MRP)Order 94-806, issued 21 September <br /> 1999. I inspected the receiving water sample locations, R1 and R2. The Discharger is collecting <br /> samples of the receiving water at the designated locations required by the Order. <br /> The Discharger has submitted the SMRs by the due dates specified by the MRP. The information <br /> presented in the SMRs is consistent with that required by the Order and the MRP. <br /> BMUD aboveground aqueduct is located above :? Trapped air in treatment system reveals <br /> pproximate location of submerged outfall. <br /> Trapper Slough, receiving water. <br /> RWQCB SAMPLING AND ANALYSIS: <br /> To supplement the inspection,I collected influent, effluent and receiving water samples and submitted <br /> these samples for independent analytical testing. The samples were analyzed for the constituents <br /> required within the MRP. As part of the sample collection, I also conducted field screening for pH, <br /> electrical conductivity, and dissolved oxygen where possible. The results of the field screening are <br /> summarized in Table 1. The results of the independent analytical testing are summarized within <br /> Table 2. Tertiary butyl alcohol (TBA) (54 µg/1), hardness (480 mg/1), barium(180µg/1), and iron <br /> (4,300 µg/1) were reported in the effluent sample analyzed. <br />
