ATY OF TRAC* <br /> Sept. 10, 1993 <br /> SLUDGE PRE-APPLICATION REPORT TO THE <br /> REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION ON 1993-94 OPERATIONS AT THE <br /> CITY OF TRACY SLUDGE LAND APPLICATION SITE <br /> WASTE DISCHARGE REQUIREMENTS AND <br /> MONITORING AND REPORTING PROGRAM NO. 91-160 <br /> This report is to satisfy pre-application reporting Waste Discharge Requirements <br /> (WDR's) for the City of Tracy's (City's) sludge land application site at K&L Farms, San <br /> Joaquin County. It contains information on soil and sludge monitoring, as well as plans <br /> for application of sludge during the fall of 1993 and spring of 1994. Items in the report <br /> will be numbered to correspond to numbered items in the WDR's. <br /> Field Characterization(5) <br /> Sludge is to be applied to fields 1, 7 and 19, as numbered on Figure 2 of the Sludge <br /> Management Plan (SMP). Crops grown on these fields will be sugar beets, beans and <br /> almonds, respectively. We plan to apply sludge to field# 7 in the spring of 1994. <br /> Sampling and Analysis Plan(1) <br /> Sludge samples were composites of subsamples from representative points in sludge <br /> drying beds from which sludge will be taken for land application in 1993 and 1994. <br /> Samples were taken on July 20, 1993. Sludge analysis methods are listed in Table 1. <br /> Soil samples were taken on April 23, 1993 and August 19, 1993. Subsamples from <br /> representative points in each field were composited into one sample for each of 2 soil <br /> layers (0 to 18 and 18 to 33 inches) for each field. Samples were composited from <br /> samples collected as per Figure Al. <br /> Background and Soils Monitoring Results and Interpretation(3) <br /> Results of soils background monitoring are shown in Table 2. None of the results exceed <br /> criteria, also listed in Table 2. <br /> Verification of Nonhazardous Classification of Sludge(6) <br /> The source of sludge, the City's Wastewater Treatment Plant, and the users of the <br /> collection system, have not changed significantly since 1989. Certification by the <br /> California Department of Health Services that the sludge is nonhazardous was included <br /> in Appendix D of the SMP, and may be reviewed by referring to that document. <br /> Sludge Characteristics(4) <br /> Sludge quality is shown in results of monitoring analyses listed in Table 3.
