We have the following concerns and <br /> comments. <br /> The proposed storage and treatment of contaminated material is <br /> regulated by the Central Valley Regional Water Quality Control <br /> Board (CVRWQCB) and must meet all conditions and requirements of <br /> the Waste Discharge Report (WDR) for the treatment site. <br /> In addition, the Department of Health Services - Toxic Substance <br /> Control Division may require further documentation of procedures <br /> used to self certify that the material is non-hazardous. <br /> The San Joaquin County PHS/EHD has not reviewed nor commented on <br /> the proposed treatment facility construction, design or operation. <br /> The EHD will review work plans, issue permits and conduct <br /> inspections for construction of soil borings, and/or monitoring <br /> wells (vapor or groundwater) . <br /> The EHD requests that attachment 1, "Discussion of Environmental <br /> Evaluation" , be amended to delete the statement that San Joaquin <br /> County Health Department has approved this treatment procedure. <br /> It should also be noted that other agencies such as the California <br /> Highway Patrol and the Bureau of Reclamation have contacted this <br /> office and expressed concerns regarding this project. <br /> Should you have any questions regarding this matter, please contact <br /> the Environmental Health Division. <br /> A Division of San Joaquin Garry Hcalch Care Services <br />
