We have the following concerns and
comments.
The proposed storage and treatment of contaminated material is
regulated by the Central Valley Regional Water Quality Control
Board (CVRWQCB) and must meet all conditions and requirements of
the Waste Discharge Report (WDR) for the treatment site.
In addition, the Department of Health Services - Toxic Substance
Control Division may require further documentation of procedures
used to self certify that the material is non-hazardous.
The San Joaquin County PHS/EHD has not reviewed nor commented on
the proposed treatment facility construction, design or operation.
The EHD will review work plans, issue permits and conduct
inspections for construction of soil borings, and/or monitoring
wells (vapor or groundwater) .
The EHD requests that attachment 1, "Discussion of Environmental
Evaluation" , be amended to delete the statement that San Joaquin
County Health Department has approved this treatment procedure.
It should also be noted that other agencies such as the California
Highway Patrol and the Bureau of Reclamation have contacted this
office and expressed concerns regarding this project.
Should you have any questions regarding this matter, please contact
the Environmental Health Division.
A Division of San Joaquin Garry Hcalch Care Services
