Section 14 states that "the Contractor shall assign the time length <br /> or period necessary to completely bioremediate the soil . . . " No <br /> cleanup level is expressly given, so it is not clear how the <br /> Contractor will determine when a sufficient time period will have <br /> elapsed. I recommend that the City state in writing the desired <br /> clean up level for the contaminated soil . <br /> 6. In Section 19, the specifications state that typically the water <br /> table is between 5 to 8 feet; however, the water table at the site <br /> is unknown. The City should determine the depth to ground water <br /> beneath the site and assess the threat to water quality and the need <br /> for a monitoring program. I recommend that the City survey the <br /> surrounding wells to determine water table elevations and the <br /> hydraulic gradient. Once the depth to ground water beneath the site <br /> is known, the City can adequately address the requirements for a <br /> vadose zone and ground water monitoring program at the land <br /> treatment facility. A proposal for vadose zone and ground water <br /> monitoring should be submitted to our office for review and <br /> approval . <br /> A copy of the final specifications should be included with the Report of Waste <br /> Discharge for the proposed land treatment facility. As stated in the meeting, <br /> we need the complete Report of Waste Discharge as soon as possible so that waste <br /> discharge requirements can be formulated and put out for public review prior to <br /> 8 January 1991.
