The HRA, <br /> dated September 11, 1990, was prepared and submitted by <br /> Kleinfelder, Incorporated. <br /> Specific comments on the HRA are enclosed. These comments mainly <br /> relate to tables that are not self-explanatory and certain <br /> assumptions (e.g. ingestion rates) that do not appear to conform <br /> to those contained in the most recent Environmental Protection <br /> Agency guidance documents. <br /> However, we find that the HRA contains pertinent information. We <br /> agree that for those exposure scenarios presented in the HRA, <br /> and based on the available contaminant concentration data, the <br /> potential health risks quantified in the HRA are generally <br /> accurate. These risks do not appear to be significant. <br /> The HRA does not address an exposure scenario which may impact <br /> the suitability of that portion of the site which is underlain by <br /> the former oil storage facility for residential use. The HRA <br /> assumes that future site residents will be exposed only to the <br /> pesticides and heavy metals that are found in the surface and <br /> near-surface soils. It assumes that there will be no long-term <br /> direct contact by residents with the Polycyclic Aromatic <br /> Hydrocarbons (PAH) contained in the contaminated soils which are <br /> approximately seven feet below ground surface. <br /> Since the Department does not know what, if any, institutional <br /> controls (such as local zoning and grading restrictions) will be <br /> placed to prevent exposure of residents to the PAH contaminated <br /> soils present in the area of the storage facility, it is <br /> important to estimate the risks posed by exposure to these <br /> substances. <br />
