KLE/NFELOER <br /> F'4^4:a4.4pAblutwv. <br /> 1 PROJECT BACKGROUND <br /> The Class II Land Treatment Unit (LTU) is located east of Corral Hollow Road on <br /> assessor's parcel number (APN) 253-11-22 (Plate 1). The site currently is situated on <br /> approximately 9-acres south and west of the Delta Mendota Canal and east of Corral <br /> Hollow Road, and is owned by the City of Tracy (City). The LTU consisted of <br /> approximately 5-acres within the 9-acre parcel. On-site waste treatment and storage <br /> activities were conducted between 1990 and 1994. The LTU consisted of 20 lined <br /> temporary containment cells excavated into native soil for storage and bioremediation <br /> treatment of non-hazardous hydrocarbon contaminated soils. Treated soil was reused <br /> off site as road base or other uses involving encapsulation [Waste Discharge <br /> Requirement 94-216 (WDR)]. <br /> In 1995 the Regional Water Quality Control Board (RWQCB) reviewed and approved a <br /> closure plan filed by the City which included both vadose zone and groundwater <br /> monitoring requirements. In April 2000 the RWQCB issued a Notice of Violation to the <br /> City for non-compliance in adhering to the closure plan or WDR requirements. <br /> Kleinfelder prepared a workplan to assess soil and groundwater at the site which was <br /> submitted to the RWQCB on July 12, 2013. The RWQCB reviewed the July 12, 2013 <br /> workplan (their letter dated September 23, 2013) and requested revisions be made to <br /> address multiple items including a revised soil and groundwater sampling program, well <br /> log reviews in the area, and a detailed proposed project schedule. <br /> It was noted in the original workplan that since ceasing operations in 1994, the property <br /> has been vacant and that soil from unknown/undocumented sources has been dumped <br /> onto the site in what appears to be approximately 9 cubic yard dump truck loads. The <br /> soil appears to have a mix of construction related debris including plastic pipe and <br /> concrete. Kleinfelder originally estimated approximately 20,000 cubic yards of soil had <br /> been dumped on the site as cited in the initial workplan dated July 12, 2013. However, <br /> based on recent review of data and site reconnaissance, Kleinfelder counted 447 soil <br /> piles of 9 cubic yards each estimated to be approximately 4,023 cubic yards.
