R&B Trucking
Preliminary Site Assessment
Page: 2
2.1 Project Setting
The property is located on a level area on the north side of Tracy, near the western
margin of the San Joaquin Valley(Figure 1). The San Joaquin Delta is located a few
miles north of the site, down a gentle slope which comes off the alluvial fans on the
east side of the Central Coast Range.
2.2 Site History
The eastern part of the property is occupied by a house and an office building(Figure 2).
Seven underground fuel tanks serving the R&B Trucking Company were removed from
the western portion of this property.
—' R&B Trucking has operated on this property for many years. Much of the property is
undeveloped with large portions used for truck parking. Except for the office parking
area, the ground is unpaved. A few buildings used for shops and storage sheds occur on
the back portion of the land.
Mr. Barenchi is in the process of selling his property to real estate developers. Included
in this process was the removal of several underground storage tanks. On 17 March
1989, Mr. Barenchi hired a contractor to excavate these tanks. Jaime Favila of the San
Joaquin Local Health District was on site to direct the tank removal and soil sampling
activities. Precision Analytical Laboratories, Inc. collected and analyzed fourteen soil
samples for total petroleum hydrocarbons as diesel.
The analytical data showed two areas with only minor levels of contamination, and
one area with fairly high levels. This data is shown in Table 1. Samples were
collected at depths between 11 to 14 feet and 2 to 3 feet below the bottom of the tanks.
On 16 May 1989,Ben Curran of Curran Real Estate and Insurance requested that this
project be placed on the County's pilot program. On 20 June 1989,Jaime Favila wrote a
short letter of response including a packet of information of applications for well
permits and subsurface investigations. This information will be used by Geological
Technics to prepare the preliminary site assessment work plan.
Ground water is fairly shallow in Tracy, ranging from about 10 to 15 feet. Therefore,
the soil samples collected during tank removal were collected only a few feet above the
water table. The work plan described below is designed to accommodate this situation.
