believes the photograph was taken during World War II, in the mid- to late-1940s It shows <br /> the subject site as a grassed, vacant lot surrounded by single-family residences The other <br /> three corners of the Country Club Boulevard/Pershing Avenue intersection were also <br /> still vacant. A photograph taken later, in 1949, shows no discernable change in land use at <br /> the site <br /> City of Stockton Building Department records indicate that the subject site was developed <br /> as a Shell-brand service station in 1949. According to the 1950 Sanborn fire insurance map, <br /> the address of the site was 1265 Country Club Boulevard It appears that the service station <br /> property did not extend as far east as the subject site does today Specifically, it appears <br /> that the service station occupied only Assessors Parcel No 113-042-16 and not the adjacent <br /> parcel to the east (Assessors Parcel No 113-042-15), which was occupied by a single-family <br /> residence (1245 Country Club Boulevard) Improvements at the site consisted of a single <br /> rectangular building Documents on file with the City of Stockton Fire Department, dated <br /> January 25, 1956, indicate that there were four underground storage tanks at the site These <br /> were a 2,000-gallon gasoline storage tank, two 3,000-gallon gasoline storage tanks, and a <br /> 280-gallon waste oil tank Fire Department records included dimensioned sketches of the <br /> locations of these tanks relative to then-existing reference points The approximate locations <br /> of the tanks have been superimposed on the site plan presented in Figure 2 <br /> Aerial photographs taken on August 14, 1952 and June 1, 1963 show little change in <br /> conditions at the site other than the maturing of trees planted on the adjacent residential <br /> lots to the north and east. Similarly, the 1972 Sanborn fire insurance map does not indicate <br /> any noteworthy changes in conditions at the site <br /> City of Stockton Fire Department records indicate that a permit was issued on July 8, 1970 <br /> for the installation of a single 8,000-gallon capacity tank. The permit (No 1198) does not <br /> indicate what the tank was to store. In any event, this tank was not used for very long <br /> because a permit for its removal was issued on March 5, 1974.
