Mr. Michael Infurna
October 30, 1996
Page 2
Indeed, the identification of sensitive receptors is part BP's scope of work for Phase I site
assessments performed at BP's retail sites. However, it seems to me that the
circumstances in this case are different, and those differences and call into question the
need for the information requested in your letter.
As mentioned in previous correspondence, the extent of the release has been defined in
the immediate vicinity of the site for some time. The release does not appear to have
migrated appreciably, and concentrations of hydrocarbons in groundwater have either
declined or stabilized. It seems quite reasonable, then, to conclude that the'release does
not pose any threat to the potential"receptors" within 2000 feet of the site. No water
wells, surface water bodies, mudflats, aquatic plants and animals are located in the area
where the release was known to have existed. If any one of the potential sensitive
receptors is of particular concern to the county, please give me a call so that I can
understand and address the specifics of the concern.
Identification of all vaults at the site
I have requested that Alisto.Engineering Group identify all of the vaults identified in
previous correspondence from the San Joaquin County Public Health Services. The
results of Alisto's vault reconnaissance should be reported in the next quarterly
groundwater monitoring report. You should note that BP has not owned or operated the
site since August 1, 1994. BP may not be able to provide the San Joaquin County Public
Health Services with this information because the information may not be available to BP.
Sampling; all monitoring,,wells,prior to closure
As mentioned earlier, we have sampled all of the monitoring wells last week, and you will
receive a report in the near future. I anticipate that this will include sufficient data to
obtain a letter of"no further action and case closure".
March 11 1996 letter requesting schedule
BP does not anticipate further field work at the site, with the exception of the destruction
of the groundwater monitoring wells. The schedule requested in San Joaquin County
Public Health Services March 11 letter is no longer applicable because the aquisistion of
more chemical data is not anticipated.
