The map and work plan were dated March 14,2001 and received by PHS-EHD
on March 15,2001. PHS-EHD has reviewed the map and the work plan and offers the following
comments for your consideration.
The site map appears to answer most of the concerns PHS-EHD has expressed over the years. Thank
you for putting all the effort and detail into this one document. An inspection of the well boxes will be
conducted during the next phase of field work. Please ensure that all subsurface tubes and casings have
watertight caps on them before the inspection.
The work plan proposes to delineate the lateral extent of contamination by advancing six offsite and two
onsite Geoprobe soil borings. Additionally, this plan proposes to investigate the vertical extent of petroleum
contamination onsite with one cone penetrometer test(CPT)boring. The soil and groundwater laboratory
analyses included in the proposal are approved with the exception of EPA Method 8020 for methyl tertiary
butyl ether(MtBE). Method 8020 is unacceptable for anaWng MtBE. Please use EPA Method 8260B for
this constituent as well as the other oxygenates listed in your work plan.
A sensitive receptor search was proposed in this work plan. The search should be expanded to a radius of
2,000 feet and not the 1,000 feet proposed in the work plan. The work plan states that,"Questionnaires
seeking information on potential receptors will be mailed to all businesses and residences mthin 500 feet
(of)the site': Questionnaires are not required by PHS-EHD but if any receptor within this 2,000 foot radius
is identified that may be threatened by contamination present at this site, you may want to ensure that the
owner of that receptor is made aware of the potential threat. Moreover, if petroleum constituents are
detected in groundwater samples collected from the proposed monitoring wells, the private wells dose to
these monitoring wells should be sampled for petroleum constituents also. Please take the necessary
steps with the owners of the receptors immediately to ensure that access to these private wells is granted
so that the well may be sampled as quickly as possible.
A Division of San Joaquin County Health Care Services
