PHS-EHD will <br /> only accept conclusions for vertical delineation that are based on two consecutive soil samples,collected <br /> five vertical feet apart,and that are non-detect at acceptable detection limits and QA/QC levels for all <br /> constituents noted to have been released at the site. <br /> The work plan is approved with the above noted conditions. PHS-EHD well permit applications and <br /> fees are past due. Copies of the encroachment permits from the City of Stockton and/or the County Public <br /> Works department are also past due. You are to submit one PHS-EHD well permit application and$89 fee <br /> per parcel and per each municipal agency encroachment permit. <br /> ALL of the past due submittals for this phase of investigation are to be submitted to PHS-EHD by April 13, <br /> 4 2001. The field work is to start during April 2001. The report of findings for this phase is to be submitted to <br /> --� PHS-EHD within 45 days of the end of the CPT work. The exception to this would be if the monitoring well <br /> installations noted in the work plan are to be installed subsequent to the CPT investigation. In that case,the <br /> monitoring wells must be installed within 45 days following the completion of the CPT work,and the report <br /> of findings is to be submitted to PHS-EHD within 45 days of the end of the monitoring well installation. <br /> Because you failed to submit a schedule with the work plan,PHS-EHD is obliged to establish deadlines for <br /> . you. Still to be determined is the due date for the Problem Assessment Report(PAR)_for this site. Unless a <br /> date is offered immediately,PHS-EHD will set a date after reviewing the Interim Groundwater Extraction <br /> report(due April 16,2001). <br /> As an alternative to having PHS-EHD set deadlines for the investi6ation,you may submit a schedule for <br /> each phase of the site investigation as suggested in our letter dated February 9,2001. Bear in mind, <br /> however,that PHS-EHD is reluctant to allow long periods of time to elapse between field work,report <br /> submittal,additional work plan submittal,and the needed investigation of the site. Without a submitted <br /> schedule, PHS-EHD is unaware of your long range plans and cannot accurately take into consideration <br /> your management agenda for this site and will continue to set deadlines for reports and field work to ensure <br /> that you proceed in an aggressive manner.
