Additionally, the site map, referred to as Figure 1,depicts the location of three wells off-site
but fails to show the on-site monitoring well location. Either submit an accurate site map that
correctly depicts the locations of two off-site wells and one on-site well,or submit a corrected text
that refers only to three off-site wells.
On November 2,2000 PHS-EHD directed you to submit a work plan"to delineate the [methyl
tertiary butyl ether] (MtBE) groundwater plume" by January 5,2001. That same correspondence
stated that MtBE has impacted all monitoring wells associated with this site. When the work plan
was not submitted by the January 5, 2001 deadline,PHS-EHD issued a"14-day" letter on January 9,
2001. Bolded print included in this was rected that"...a uwk submitted within 14 days ofn to the date lateral
that
wniral extern of the pd7deumgrapjd P
correspondence (i.e.,January 23,2001).
The work plan submitted on January 16,2001 met the new deadline, but failed to meet the
requirement to define the lateral and vertical extent of the MtBE plume. Instead, the work plan
focused only on the lateral extent of the plume northeast of the site. It appears that you may have
misunderstood PHS-EHD's intentions by not submitting a work plan that would include an
investigation to define the lateral and vertical extent of MtBE groundwater contamination at this
site.
As a result of recent phone conversations between GTI representative Doug Lee and Mike Infurna
of P1S-EHD,it is our understanding that long-range plans exist for this site. To remove any
misunderstanding that may exist and to better address these potential long-range plans,PHS-EHD
offers the following options for your consideration.
A Division of San Joaquin County Health Care Services
