r.I
Tosco-76/ former BP# 11192 page 3
1403 Country Club Blvd,Stockton.
It is the intention of PHS-EHD to move this site along in a positive and constant progression
towards completing the site assessment. The completion of the `investigative phase'is long overdue
for this site. Very high concentrations of MtBE are still being detected in the groundwater at this
site and the source of the MtBE impact to the groundwater and the extent of the plume has not
been determined. It is also unknown at this time if there are any pathways to the receptors
historically known to be in this `unincorporated'area.
The State Water Resources Control Board (SWRCB) "Guidelines for Investigation and Cleanup of
MtBE and Other Oxygenates," dated March 30,2000,place this site in a high priority status due to
the potential for impacting private drinking water wells (receptors) in the immediate area. The
relative low success of the recent interim groundwater extraction has not substantially reduced the
dissolved concentrations of MtBE in MW-3 or MW-7. A complete receptor survey and a more
aggressive approach are needed to identify the source of the MtBE release and its lateral and vertical
extent.
Additionally, a professional evaluation of the recently completed interim, eight-week
groundwater extraction phase is due at PHS-EHD. The evaluation should include a discussion
of the cost-effectiveness,technical appropriateness, and comparison to other remedial alternatives
that would be effective for this site. This report may be included in the submittals due at PHS-EHD
by March 15,2001. If not,the report of the interim action is due at PHS-EHD by April 16,
2001.
Proper characterization and delineation of the three-dimensional extent of the plume is required
prior to mitigation. You are to take adequate steps to ensure that your attempts to investigate and
mitigate this groundwater contamination are purposeful,cost-effective,and within parameters the
regulatory community considers as due diligent.
Please continue to submit your correspondences to Michael Infurna and you may contact him at
(209) 468-3454 should you have any questions or wish to discuss the site.
Donna Heran,RENS,Director
Environmental Health Division
0 Michael J.Infuma Jr.,S for Dot Lofstrom,R.G.
Site Mitigation Unit IV/LOP Site Mitigation Unit IV/LOP
MI/
c: Gettler Ryan- Doug Lee, 6747 Sierra Ct.,Ste J.,Dublin,94568.
c: CVRWQCB -Marty Hartzell,Sacramento.
c: PHS-EHD/Unit III -Michael Kith,Stockton.
