The completion of the `investigative phase'is long overdue <br /> for this site. Very high concentrations of MtBE are still being detected in the groundwater at this <br /> site and the source of the MtBE impact to the groundwater and the extent of the plume has not <br /> been determined. It is also unknown at this time if there are any pathways to the receptors <br /> historically known to be in this `unincorporated'area. <br /> The State Water Resources Control Board (SWRCB) "Guidelines for Investigation and Cleanup of <br /> MtBE and Other Oxygenates," dated March 30,2000,place this site in a high priority status due to <br /> the potential for impacting private drinking water wells (receptors) in the immediate area. The <br /> relative low success of the recent interim groundwater extraction has not substantially reduced the <br /> dissolved concentrations of MtBE in MW-3 or MW-7. A complete receptor survey and a more <br /> aggressive approach are needed to identify the source of the MtBE release and its lateral and vertical <br /> extent. <br /> Additionally, a professional evaluation of the recently completed interim, eight-week <br /> groundwater extraction phase is due at PHS-EHD. The evaluation should include a discussion <br /> of the cost-effectiveness,technical appropriateness, and comparison to other remedial alternatives <br /> that would be effective for this site. This report may be included in the submittals due at PHS-EHD <br /> by March 15,2001. If not,the report of the interim action is due at PHS-EHD by April 16, <br /> 2001. <br /> Proper characterization and delineation of the three-dimensional extent of the plume is required <br /> prior to mitigation.
