6ETTLER - RYAN INC.
3= 24
October 17, 2000
Mr. Michael J Infurna Jr.
San Joaquin County Public Health Services
Environmental Health Division
304 East Weber Avenue, Third Floor
Stockton, California 95202
Subject; Proposed Groundwater Purging and Disposal at Tosco (Former BP Oil) Service
Station No. 11192, 1403 Country Club Boulevard, Stockton, California.
Mr. Infurna:
At the request of Tosco Marketing Company (Tosco), Gettler-Ryan Inc. (GR) has prepared this
letter in response to the San Joaquin County Public Health Services, Environmental Health
Division (PHS-EHD) letter dated October 3, 2000. GR does not propose the groundwater
purging outlined in our work plan dated September 6, 2000, as a final remedial action. This work
is proposed as an interim remedial action as described in the SWRCB Guidelines for
Investigation and Cleanup ofA4TBL, for sites with persistent high concentrations of MTBE. In
addition, this method can be evaluated as a potentially effective remedial action during a six
month trial period. The data collected during this trial period would support the development of a
feasibility study of potential remediation options, while at the same time reducing the mass of
MTBE in the groundwater beneath the site.
GR therefore requests your approval of the proposed groundwater purging for a six month trial
period, after which the data collected will be submitted to the PHS-EHD. Groundwater purging
can commence immediately upon your approval.
Should you require further information about the scheduled work, please do not hesitate to call
me at (925) 551-7555.
Sincerely,
Gettler-Ryan Inc. a
RED GEO
1.AS C
Staff Geologist
W.
