Your work plan does not present this proposal as a test, but rather as a presumptive <br /> remedial action for cleaning up the petroleum impacted groundwater. PHS-EI-0 cannot <br /> approve a remedial action until it has been presented as an alternative in a feasibility study. <br /> In order to approve this action,it must be presented to PHS-EHD in a report as one of two <br /> potentially feasible actions. The report must include results of field tests,cost-effectiveness, <br /> and a schedule for implementation and duration of the proposed action. <br /> Currently,soil-vapor extraction wells are still installed at this site and the short field testing <br /> done in 1992 indicated that carbon filtration of the extracted vapors was inadequate to <br /> handle the large concentrations of petroleum extracted from the subsurface. No other <br /> testing or alternatives for the soil-vapor extraction was conducted or proposed. <br /> In order to approve "purging and disposal" of groundwater as the final remedial action for <br /> this site,TOSCO-BP must conduct field-testing of the method and include the findings of <br /> the action in the feasibility study. The remedial action recommended in the feasibility study <br /> is expected to effectively mitigate the petroleum impact to the groundwater in a cost- <br /> effective manner. By not presenting the "purge and disposal' method within the context of <br /> a feasibility study as compared to the soil-vapor extraction testing done previously,PHS- <br /> EHD cannot approve your work plan as submitted. <br /> You are hereby directed to complete your subsurface "investigative" phase for this <br /> site and submit a complete Problem Assessment Report(PAR) by December 1,2000. <br /> A Division of San Joaquin County Health Care Services <br />
