lmwll
Work Plan-Tosco (Former BP Oil)Station No. 11192,Stockton, California
September 6,2000.
PROPOSED SCOPE OF WORK
The proposed scope of work includes: arranging for Tosco's contractor to collect 5,000
gallons of groundwater a week from well MW-3 and transporting the water to Tosco's
refinery; collecting groundwater samples from monitoring well MW-3, submitting the
samples to a state certified analytical laboratory for chemical analysis; collecting data during
groundwater purging to estimate the influence of the purging on surrounding wells; and
preparing a report presenting the observations associated with the groundwater purging and
performance test. MW-3 will be purged and evaluated initially in the performance test. If
MW-3 does not perform adequately, well MW-7 may be substituted for MW-3, or purged in
conjunction with MW-3.
Task 1 Groundwater Purging and Sampling
Groundwater will be purged directly from the casing of well MW-3, into a 5,000 gallon
vacuum truck and transported by Onyx Industrial Services, Inc. (Onyx) to the Tosco
Refinery in Rodeo, California, for disposal. Groundwater samples will be collected from
well MW-3 prior to initiating the purging program and periodically thereafter. The results
of these samples, in conjunction with the results of the quarterly groundwater monitoring
and sampling of the six monitoring wells, will be used to evaluate the effectiveness of the
groundwater purging. Based on this evaluation, recommendations for modification of this
proposed scope of work, including further performance testing and/or the purging of
additional wells, will be made as warranted.
Task 2 Groundwater Sampling and Analysis
GR proposes to collect groundwater samples from well MW-3 and submit the samples to
Sequoia Analytical (Sequoia), in Walnut Creek, California (ELAP 91271), under chain-of-
custody documentation. Groundwater sampling outside of the normal quarterly monitoring
and sampling events will be conducted in accordance with GR Field Methods and
Procedures (attached).
The analytical program will include analyses for total petroleum hydrocarbons as gasoline
(TPHg) by EPA Method 8015 modified, and benzene, toluene, ethylbenzene, total xylenes
(BTEX) and MTBE by EPA Method 8020. The analytical results of the groundwater
samples will be used evaluate the effectiveness of the purging program. Analytical results
will be documented in status reports to be submitted to Tosco and the San Joaquin County
Environmental Health Division.
140245.02
2
