Mr. John Russell Page 4 of 5
Comments on Cleanup Fund Site Closure Recommendations January 18, 2011
Claim No. 17042- 15406 S.Tracy Blvd, Tracy
On 7 December 2010, a 30-day notification letter to the CVRWQCB indicating that the EHD was
closing the site. Allowing time for the notification and destruction of the monitoring wells, the
EHD anticipates that the site will be closed within 90 days.
Claim No. 17179- 15 E.Grant Line Road, Tracy
A soil gas investigation has been conducted and a report of findings and vapor Intrusion
evaluation is in preparation. Anticipating favorable results, the EHD will begin formal closure
process. The EHD believes it will take approximately six months to complete the proper closure
notifications, properly destroy the monitoring wells and issue the no further action letter.
Claim No. 1026—1876 Country Club Boulevard, Stockton
The EHD has approved a work plan for a soil gas investigation for a vapor intrusion evaluation;
the field work is scheduled for 12 January 2011. Anticipating favorable results, the EHD
estimates six months will be required to close the site.
Claim No.4423—1717 S.Center Street, Stockton
EHD completed review of a report that provides additional information requested to addend a
NRAR and is initiating the closure process at this time. The EHD believes it will take
approximately six months to complete proper closure notifications, properly destroy the
monitoring wells and Issue the no further action letter.
Claim No. 8753— 1211 Turnpike Road, Stockton
As described in the EHD letter dated 19 July 2010 in response to the CUF draft 2010 Five-Year
Review recommendation, this site lacks adequate characterization to evaluate it as a low risk site
or to consider it for closure. There have been site access problems for many years and most
data used for the site evaluation has been from the site periphery, not from the former
underground storage tank (UST)system. A previous site owner is in the process of reacquiring
control of the site. This should greatly improve site access and allow collection of pertinent data
upon which a site closure consideration can be made with greater confidence. The EHD urges
the CUF to reconsider the site closure recommendation pending acquisition of more appropriate
data.
Claim No. 16139—244 W.Harding Way, Stockton, Stockton
EHD •review of a closure summary report submitted on 14 December 2010 is pending.
Anticipating favorable results, the EHD estimates that six to nine months may be needed to
conduct the proper notifications, destroy the wells, and issue the site closure letter.
Claim No. 16496—1645 Cherokee Road, Stockton
The CVRWQCB has concurred with the EHD decision to close the site, and the monitoring wells
have been destroyed. Upon receipt of the certification for proper disposal of IDW, a closure
letter will be issued within 90 days.
