0361 Resolution NOT) <br /> RESOLUTION OF THE C,1iY COUNCIL OF THE C►;Y 0F REVISING <br /> THE SCHEDULE OF WASTEWATER RATES AND FEES BY INCREASING THE <br /> WASTEWATER SERVICE FEES AND PROVIDING FOR THE ADJUSTMENT <br /> (INCREASE OR DECREASE) OF SAID FEES ANNUALLY, WITH THE APPROVAL <br /> OF THE CITY COUNCIL, IN AN AMOUNT NOT`TO EXCEED AN AMOUNT EQUAL <br /> TO THE CONSUMER PRICE INDEX (CPI) FOR ALL URBAN CONSUMERS, AS <br /> REPORTED BY THE U.S. DEPARTMENT QF LABOR, BUREAU OF LABOR <br /> STATISTICS, FOR ALL ITEMS, U.S. CITY AVERAGE ANNUALLY, EFFECTIVE ON <br /> JULY 1 OF EACH YEAR <br /> WHEREAS, the City of Stockton provides wastewater treatment services for the <br /> residents and businesses of the City and,the region; and <br /> WHEREAS, the sewer service fees ("Service Fees") have not kept pace with the <br /> escalation of costs to the City to provide wastewater treatment to the citizens and <br /> . businesses of the City and region; and <br /> WHEREAS, the last adjustment to the Service Fees occurred in 1998; and <br /> WHEREAS, the Consumer Price Index("CPI") has increased 18.9 percent over the <br /> previous five years, 24.6 percent over the last seven years, and 29.1 percent over the last <br /> ten years; and <br /> WHEREAS, for the first three months of 2003 the CPI has increased 1.8 percent; <br /> WHEREAS, cost escalations are making it necessary to adjust rates in order to <br /> maintain reasonable fund balances for the Utility Funds; and <br /> WHEREAS, the City Council has approved a five-year capital improvement program <br /> ("C1P") for both the wastewater and grater utility funds; and <br /> WHEREAS, the cost of the CIP is substantially higher than in the past primarily <br /> because of the cost of complying with new federal and state water quality requirements, <br /> including the City's new National Pollutant Discharge Elimination System ("NPDES") <br /> permit; and <br /> : ice Xr Ty <br /> $sv�Ir <br /> ;tt� 2 4 2M3 -� <br />
